Question 2: Describe the structure of governance at all levels with all the institutions in Pakistan, established to ensure the implementation of all the eight characteristics of Good Governance.
Solution:
Eight characteristics of Good Governance:
There are eight characteristics of the good governance, which are as follows:
Participation:
Good governance requires the participation by both men and women, which could be direct or through legitimate intermediate institutions. It also requires freedom of association on one hand and organized civil society on other.
Rule of Law:
It requires fair legal frameworks which enforced impartially, full protection of human rights (especially minorities). Impartial enforcement of laws requires an independent judiciary and an impartial and incorruptible police force.
Transparency:
To take decisions and their enforcement must follow rules and regulations. Information could be freely available and directly accessible to all the stakeholders.
Responsiveness:
It also requires that all institutions and processes should be tried to serve all the stakeholders in a realistic timeframe.
Consensus Orientation:
Good governance requires the mediation of the different interests in the society for attainment of consensus in society, to describe the best interest of society and the way of its achievement. Good Governance requires the long-term perspective for attainment of sustainable human development and its goals.
Equity and Inclusiveness:
All the people of country feel the stakeholders themselves, which are included in the mainstream of society. The opportunities to improve or maintain their well being is requires for all groups including minorities, weak and vulnerable also.
Effectiveness and Efficiency:
It requires that institutions produce results that must be meet the needs of society. It also requires the sustainable use of natural resources and the protection of the environment.
Accountability:
Governmental institutions, private sector and civil society organizations must be held responsible to public and institutional stakeholders. It is depending on decisions or actions that are taken (internal or external) for an organization or institution.
Conclusion:
Good governance is supportive and cooperative relationships between government, society, and private sector. Every country tries to make and implement it to get maximum benefits, but due to unstable economic and political conditions in Pakistan are the causes of failure of successful Governance in Pakistan.
